The contract pertains to the Indian River Lagoon - South (IRL-S) C-23/24 Storm Water Treatment Area (STA) project located in St. Lucie County, Florida, within the North St. Lucie River Water Control District's stormwater system. This project involves the construction and configuration of multiple water treatment cells divided by County Road 613, with inflow beginning at Canal C-24 on the west side and outflow directed eastward into the confluence of the NSLRWCD Header Canal and Canal 71, eventually reaching Ten Mile Creek. The STA will feature five cells arranged to allow various scenarios of water flow, depth, and retention times, aimed at enhancing stormwater treatment effectiveness. The design includes two pump stations with capacities of 260 cfs and 240 cfs, which facilitate water movement through the cells and beneath County Roads 613 and 609 via gated culvert structures. These gated structures will control water depths and discharges from each cell, ensuring proper management of the treatment process. The contract documentation emphasizes that the current solicitation is for informational purposes only, with draft plans and specifications made available but not yet open for registration or bidding. The project is overseen by the Department of Defense's W074 Endist Jacksonville Office, with the solicitation identified as USA-SNOTE-070417-001 and listed under NAICS code 237990. Notice of Intent to solicit a single source – Fish and Macroinvertebrate (Nekton) Monitoring (St. Johns River)
Solicitation # W912EP-27-Q-1CTH
The U.S. Army Corps of Engineers, Jacksonville District, intends to award a sole-source contract to the Fish and Wildlife Research Institute of the Florida Fish and Wildlife Conservation Commission. The project focuses on nekton monitoring within selected zones and tributaries of the Lower St. Johns River in Northeast Florida. This effort is categorized under NAICS code 541620 for Environmental Consulting Services and is designed to assess the ecological impacts of a 2022 channel deepening project that increased the river depth to 47 feet to accommodate larger vessels for the Jacksonville Port Authority. The primary objective is to evaluate how changes in salinity and water quality resulting from the deepening affect the spawning, recruitment, and population dynamics of commercially and recreationally important species, such as blue crab, white shrimp, and red drum. Monitoring will specifically target critical habitats between river kilometers 14 and 48, as well as areas upstream of Julington Creek, to determine if shifting salinity gradients are impacting nursery habitats or resident freshwater species. This long-term sampling will provide the necessary data to gauge the overall environmental effects of the channel modifications on the estuary's nekton assemblages.
