Y--Island Creek Local Protection Project, Logan, WV

The Island Creek Project is located in Logan, West Virginia and extends from the confluence of the Guyandotte River and Island Creek to a point approximately 400 feet upstream of the confluence of Island Creek and Copperas Mine Fork, a total project distance of approximately 4,500 linear feet. The project generally consists of increasing the width of the existing channel to a trapezoidal channel at existing grade 80 feet wide with side slopes banked 22 degrees from the horizontal. The side slopes will be protected from erosion. In conjunction with the channel modification a post and panel retaining wall (approximately 900' in length) will be constructed, a replacement bridge will be constructed, several building structures and a bridge will be demolished and removed and a sand bar at the upstream end of the creek will be excavated and disposed of offsite. In addition, riffle structures will be installed within the widened waterway, vegetation will be established in disturbed areas and access to the creek from selected embankments will be established. The work described above will be performed as a base bid and 2 options. The base contract work consists generally of relocation of the existing sanitary sewer line, construction of the post and panel wall from approximate station 6+25 to Station 12+00, excavation and disposal of overburden material, demolition of the existing AEP bridge, and construction of a replacement bridge. The remaining portion of the work will be performed in 2 options. The cost range of this project is between $10,000,000.00 and $25,000,000.00. Delivery shall be completed within 450 calendar days after date of receipt of notice to proceed. This procurement is 100% set-aside for HUBZone small businesses. A NAICS code of 237990, which has a size standard of $33.5 million in average annual receipts has been established for this solicitation. The contract will be awarded to the offeror whose proposal conforms to the solicitation and is within a technical/price competitive range as determined by the Contracting Officer and has been evaluated as most advantageous to the Government, all factors considered. All responsive proposals will be evaluated utilizing the following key factors which are listed in descending order of importance: (1) Planned Technical Execution of Key Work Elements, (2) Experience, (3) Past Performance and (4) Project Management, Quality Control, Key Personnel and Schedule Control. Contract type will be a firm-fixed price construction contract and will be competitively negotiated.
