Y--Leavenworth Fish Hatchery SWISP Phase II

The U.S. Department of the Interior, Bureau of Reclamation, is seeking small businesses to provide construction services for the Leavenworth National Fish Hatchery Surface Water Intake Fish Screens and Fish Passage Phase II Pipe Rehabilitation project located approximately four miles southwest of Leavenworth, Washington, in Chelan County. This initiative, part of the Columbia Basin Project, involves comprehensive rehabilitative work on water conveyance infrastructure, including excavation, replacement of HDPE and steel pressure piping parallel to existing lines, abandonment of old pipe in place, installation of control valve and flowmeter vaults, thrust blocks, valves, electrical power distribution systems, instrumentation, and prefabricated metal buildings. The scope further encompasses earthwork, site demolition, asbestos abatement, concrete work, asphaltic concrete and gravel surfacing, seeding, and related civil and utility works aligned with specific divisions of the Uniform Construction Code, including Division 01 through Division 35. All work must comply with Reclamation Safety and Health Standards, mandating safety boots, hard hats, and safety vests on site, and adhere to Buy American requirements. The procurement is structured as a Total Small Business Set-Aside under FAR 19.5 with a NAICS code of 237990, restricting eligibility to small businesses averaging no more than $45 million in gross annual receipts over the prior three fiscal years. The solicitation requires participants to be registered in SAM.gov and to demonstrate construction bonding capacity, SBA certification status, managerial capability for complex projects, and recent similar project experience during the sources sought phase. Payment for mobilization and preparatory work is governed by WBR 1452.232-81, while safety and health compliance is enforced under WBR 1452.223-81.
