The U.S. Postal Service has prequalified two design/build firms, Clayco, Inc. and Walton Construction Company LLC, to undertake projects ranging from $10 million to $40 million across four designated geographic regions: Northeast, South, Central, and West. Each region includes specific states, such as New York and Pennsylvania in the Northeast, Texas and Florida in the South, Illinois and Ohio in the Central, and California and Washington in the West. Prequalification applies to two project size ranges, $10 to $20 million and $20 to $40 million, with both firms eligible to participate in either range within all regions. Projects located in Alaska, Hawaii, Puerto Rico, and other U.S. territories require separate, project-specific prequalification. Prequalified firms will be automatically notified of qualifying projects in their respective regions but must request solicitations, as USPS does not guarantee any minimum number of solicitations during the prequalification period. The prequalification status is valid for five years starting August 1, 2007, with the possibility of a three-year extension at USPS discretion, based on factors such as performance, capabilities, financial stability, and responsiveness. The USPS also reserves the right to conduct additional project-specific prequalification as needed. Contacts for inquiries include Purchasing Specialists at USPS, with notification and solicitation processes managed through the Supply Management Facilities Portfolio office.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
