SOLICITATION TO BE ISSUED ON OR ABOUT 24 AUGUST 2007. The USPFO for California is requesting proposals for the project entitled Construct MATES Phase 2, project number 060303A, for the California Army National Guard, located at Bldg P7727, Fort Irwin , California, in San Bernardino County. A Pre-Proposal Conference and Job Walk will be conducted at 10:00 a.m. PDT, September 6, 2007, at the Ft. Irwin MATES. The work included in this project is comprised of GENERAL CONSTRUCTION. The project is Phase 2 of a new MATES at Fort Irwin, CA. The facility consists of a complex of buildings and the associated site work. The buildings contain: maintenance work bays, support shops, administrative offices, personnel support spaces, supply warehouse, training facility , weapons vault/issue, and includes options for Basic Issue Items (B.I.I.) storage/issue buildings and an option for a vehicle and automotive wash rack building. Site facilities include: wash points, weapons cleaning shelter, mess shelters, trash enclosure s, and maintenance shade structures. The associated North America Industrial Code System (NAICS) code is 236210. This Request for Proposal is a solicitation for full and open competition, unrestricted. However, if a HUB Zone small business submits an offer , all offers will be evaluated by adding a factor of 10 per cent to the price, except that of a HUB Zone small business concern and other small businesses, in accordance with FAR clause 52.219-4 (b).
