The Air Force will issue a new solicitation for the design, develop, renovate, demolish, construct, own, operate, maintain and manage 1,356 unit housing project on Hickam AFB, Hawaii (the privatized units). The project contemplates a 50 year ground lease with conveyance of improvements to the successful offeror by deed. The Air Force will convey 548 existing units located in Capehart Housing and 808 units in Earhart Housing. Of the 548 existing Capehart units, 354 units have received major renovation since 1997, 16 units will be demolished, and 178 units will require major renovation or replacement. The 808 Earhart units consist of 102 units have received major renovation since 1997, 706 will require major renovation or replacement and 16 units will be built new. In addition, the Developer will also renovate 36 Original houses which are not conveyed to the developer. All privatized units shall be designated for occupancy as Junior or Senior Non Commissioned Officer (JNCO and SNCO) housing, and rent shall not exceed the Basic Allowance for Housing (BAH) at the dependent rate for the designated military pay grade, minus an amount sufficient to cover 110% of average estimated electric charges. The rent includes water and sewer utility costs. The solicitation will be issued on or after 29 March 2002. Past Performance and Credit References will be due approximately 30 days after solicitation release with a full proposal required approximately 45 days after receipt of the Past Performance and Credit References. The Air Force intends to conduct negotiations with the top five (5) rated offerors. After negotiations have been conducted, the offeror that provides the Best Value to the Air Force will proceed to close on the deal. The solicitation will only be available in electronic format.
