Full Description
This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12. This announcement constitutes the only solicitation. Proposals are being requested and a separate written solicitation will not be issued.
Solicitation number 70B03C26Q00000117 is issued as a Request for Quotes (RFQ) for Yamaha All-Terrain Vehicles (ATVs) in accordance with the requirements in Attachment 1 - Statement of Work (SOW). Customs and Border Protection (CBP) intends to award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be the best value to the Government.
This acquisition is set aside for small business concerns under NAICS 336999, which has a Non-Manufacturer Rule Class Waiver for small businesses to supply this equipment as a non-manufacturer. This solicitation incorporates provisions and clauses by reference, see RFO 52.252-2 in Section II below for updated addresses.
The product service code (PSC) for this acquisition is 2340, Motorcycle, Motor Scooter, and Bicycle, and the North American Industry Classification System (NAICS) code is 336999, All Other Transportation Equipment Manufacturing, with a small business size standard of 1000 Employees.
The U.S. Customs & Border Protection (CBP), U.S. Border Patrol Headquarters (USBP) is seeking to procure Two-Hundred and Eighty-Five (285) ATV units. The ATVs offered must meet the specifications/descriptions in Attached 1 - Statement of Work (SOW) and enough detailed specifications must be submitted with the quote for a technical review to be completed. All interested vendors must provide an authorized manufacturer distribution letter, along with the quote package, to be considered for award.
QUESTION DEADLINE:
Please submit any questions concerning this solicitation at the earliest time possible to enable the Government to respond. Questions must be submitted directly by email only to jesus.solis@cbp.dhs.gov. Questions not received by the question submission deadline of Friday, July 31, 2026 at 5:00 PM Mountain Standard Time may not be addressed.
PROPOSAL SUBMISSION:
The deadline for receipt of quotes for this requirement is: 08/05/2026 NLT 5:00 PM Mountain Standard Time. Quote packages submissions must be submitted by email only to Contract Specialist Jesus Solis at: jesus.solis@cbp.dhs.gov. Subject line of the email should read: “Response to RFQ 70B03C26Q00000117: Yamaha ATVs”. Attachment 2 - Pricing Sheet, must be completed and must be valid for at least 60 calendar days after close of the solicitation. The Government reserves the right to accept or reject late quotes.
