Yavapai County Sheriff's Office Inmate Commissary and Banking Services

The Yavapai County Sheriff's Office Detention Services Division is seeking a qualified partner to manage inmate commissary and banking services for the Camp Verde and Prescott adult detention facilities. The selected vendor will be responsible for full on-site operations, including weekly order fulfillment, mobile cart services, and the provision of a comprehensive Inmate Accounting System that integrates with the existing Spillman Jail Management System and Securus platforms. The vendor must provide all necessary office equipment and software, maintain high sanitation standards, and manage inmate trust account invoicing. Qualified candidates must possess at least five years of experience in correctional commissary management with an average daily population of 300 or more. The contract is scheduled to begin on January 1, 2027, for an initial one-year term with the possibility of four additional one-year extensions. Award decisions are based on a weighted evaluation of experience, inmate accounting services, commission rates, the quality and appeal of the inmate menu, and the vendor's overall response quality. The agreement is governed by Arizona law and requires comprehensive insurance coverage, including a 4 million dollar general aggregate for commercial general liability. Payment terms are set at net 45 days from the receipt of an invoice. The Sheriff's Office maintains the right to conduct background checks on all vendor employees and perform audits of commissary records, which must be retained for five years.
