Youth and Recreation Department Summer 2026 Family Neighborhood Pop Up (Family Fun Day) Management

The City of New Haven's Youth and Recreation Department is seeking a New Haven-based youth-serving community organization to manage the fiscal responsibilities for the YARD Summer 2026 Neighborhood Pop Ups program, known as Family Fun Day. This program consists of weekly outdoor mobile community gatherings over six weeks during July and August 2026, offering free food, games, and activities to families in the New Haven area. The selected organization will handle the payment and management of subcontractors who provide services at these weekly events. However, the Youth and Recreation Department retains primary authority in selecting subcontractors, with only limited consultation from the managing organization. The total budget allocated for the six Family Fun Day events is $85,000, which includes a maximum administrative fee of 6%. The budget is tentatively broken down into $75,200 for subcontractor services and $4,800 for administrative fees. These administrative fees will be disbursed in two installments: the first at the beginning of the fiscal year on July 1, 2026, and the second by August 1, 2026. The contract is issued under solicitation number 2026-RFP-CNH-323 and is intended to comply with City of New Haven procurement protocols and federal funding requirements, particularly where ARPA funds may be involved. The contract will be governed by standard City terms including compliance with local and federal labor, employment, and procurement laws, ensuring accountability and transparency in the management of resources and service delivery to New Haven families.
