The contract involved a study conducted by the USDA Forest Service’s Pacific Northwest Region to evaluate road maintenance services for the Gifford Pinchot National Forest and the Columbia River Gorge National Scenic Area. This study encompassed 11.557 full-time equivalents and was carried out in accordance with OMB Circular No. A-76, allowing for certain deviations. Initially, on August 27, 2003, the decision was made to outsource the work to commercial contractors based on the study’s findings. However, a subsequent solicitation did not yield any commercial bids that were more cost-effective than performing the work with government personnel. As a result, the original decision was reversed, and the road maintenance work was assigned to be performed by in-house forces. The contract is managed by the Pacific Northwest Regional Office of the Department of Agriculture, headquartered in Portland, Oregon.

General Info
