The contract involves repairing a breach in a 7-foot high embankment dam measuring approximately 50 feet wide, as well as excavating a new emergency spillway. The repair work will allow the dam to safely handle the design inflow flood from a 100-year rainfall event without overtopping. Around 5,000 cubic yards of soil and rock/boulder will be excavated; suitable materials from this excavation will be used to raise the height of the existing 1,900-foot long dam by about 2.6 feet. Additionally, the existing concrete walls of the outlet spillway will be raised 1.6 feet to align with the new dam height, with a new walkway constructed over the service spillway. A 10-foot wide articulated concrete block mat will be laid across the new emergency spillway to provide single-lane vehicle access to the dam. This is a total small business set-aside contract with a NAICS code of 237990 and a small business size standard of $33.5 million. The project’s estimated construction value ranges from $250,000 to $500,000. Interested contractors must be registered in the System for Award Management (SAM), as failure to register may render bids ineligible. The solicitation will be issued electronically around July 22, 2014, and no hard copies will be distributed. The contract will be awarded on a firm fixed price basis, with the selection determined by the best value to the government. Evaluation criteria and submission requirements will be detailed in the solicitation, and site visits are encouraged with instructions provided in the solicitation documents.
