This is a pre-solicitation notice only. The solicitation will be posted to the FedBizOpps website, www.fbo.gov on or about 04 September 2008. This solicitation will be a request for quote and is issued in accordance with the Small Business Competitiveness Demonstration Program Act of 1988, Public Law 100-656 (15 U.S.C. 644 note) as 100% Emerging Small Business Set-Aside. The following NAICS code 237990 will apply with the size standard of $31.0 Million. This work will be awarded as a performance-based contract. Performance-based means the Contractor is responsible for a quality end product. The work includes lease of two tractors, crawler type, minimum engine horsepower of 150, equipped with hydraulically operated bulldozer blade of minimum 108 inch width and winch; complete with operating personnel and supplies for clearing of debris in the vicinity of the 2,000-foot breach of the Henderson County levee along the Mississippi River, between River Miles 401 and 402.
