Solicitation # CT4692
The East West Railway Company is procuring a multi-lot Programme Support Works Framework (CT4692) to deliver enabling, survey, and early-stage works necessary to prepare the route for main construction. The framework is designed to accelerate programme readiness and reduce delivery risk through six specialized lots: Lot 0 for a single Principal Contractor/Integrator to manage site safety and coordination; Lot 1 for historic environment and archaeological works; Lot 2 for ground investigation and monitoring; Lot 3 for environmental and ecological surveys; Lot 4 for environmental and ecological mitigation; and Lot 5 for enabling works. The contract is structured with a four-year core term starting February 1, 2028, and optional extensions of two, one, and one year, totaling a potential eight-year duration ending January 31, 2036. Awards will be made using a competitive flexible procedure, with multiple suppliers appointed to most lots to encourage SME and Tier 2/3 participation, except for Lot 0. Evaluation is based on a 30 percent weighting for commercial price, with specific adjustments for social value and technical quality for SMEs. Full Description

The intent of this contract is to provide equipment, personnel and materials to remove corrugated metal structural plate pipe and install a box culvert with concrete footings and wing walls. Two options for the box culvert are proposed: (1) a steel structural plate box culvert; and (2) a pre-cast concrete box culvert. A small amount of riprap is to be placed around the ends of the wing walls and footings. Simulated streambed materials will be placed between the footings and in the downstream scour pool, and then shaped to simulate a natural channel. Some of the alder logs cleared from the fill slopes (with rootwads) will be placed within the simulated channel. The roadway will then be reestablished. This project is located on the Waldport Ranger District, Siuslaw National Forest, Lincoln County, Oregon. The successful Contractor shall furnish all labor, equipment, supervision, transportation, supplies (except those designated as Government-furnished), and incidentals to accomplish all work necessary. The Government estimate is between $100,000 and $250,000. Technical and price proposals are due by close of business on May 11, 2004. The successful contractor shall also be required to submit performance and payment bonds (100% each) prior to start of work. Contract time is 60 calendar days. Estimated start work date is August 6, 2004. This solicitation is a Total Hubzone set-aside. The solicitation packet will be posted in FedBizOpps on or about April 9, 2004.

Heavy Excavation ServicesThe contract titled Heavy Excavation Services is a small business set-aside under the SBA program, specifically designated as a Total Small Business Set-Aside, meaning only small businesses are eligible to bid. The work involves operating heavy excavators of ten tons or more to perform sand excavation, grading, and shaping of OHV routes on unstable dune terrain, with additional requirements for clearing vegetation and removing obstructions. This work requires specialized expertise in handling challenging land conditions where terrain instability and environmental sensitivity are key considerations. The North American Industry Classification System code 238910 applies, aligning the contract with other specialty trade contractors focused on site preparation and earthmoving services. The performance location is centered in Corvallis, Oregon, with a ZIP code of 97331, and the overseeing agency is the Siuslaw National Forest under the U.S. Department of Agriculture. The contract was posted on April 29, 2026, and is structured as a subcontract, indicating it is part of a larger project or prime contract arrangement. While specific contractual terms, duration, and monetary value are not provided, the focus on dune-specific earthmoving suggests an emphasis on environmental stewardship and engineering precision due to the fragile nature of the terrain. Bidders must demonstrate capability in operating heavy machinery safely and effectively in ecologically vulnerable areas while adhering to federal land management standards.
