Y--Beach Erosion Control Project, Pinellas County, Florida, Sand Key, Beach Renourishment

This project consists of the renourishment of the Pinellas County-Sand Key beaches which were damaged as a result of the recent hurricanes. The estimated quantity of beach fill required is 1,200,000 cubic yards. The length of beach to be renourishe d is estimated at 9.0 miles. The borrow area is located approximately 22.0 miles from the project site. The type of dredging equipment that will probably be required for this project is a spider barge with pumpout capability. Detailed project descriptio n and performance period will be provided in the solicitation. Magnitude of construction is between $10,000,000.00 and $25,000,000.00. The solicitation will be issued on or about 29 November 2004 with bids due on or about 28 December 2004. There will be a price preference for certified HUBZone small business concerns that comply with the requirements in the solicitation as stipulated in FAR 19.1307. Since the Government is not aware of any small business firm that has access to certified plant and equipment, we plan to issue an unrestricted solicitatio n for this work no earlier than 15 days from the date this announcement first appears in FedBizOpps. However, all 8(a) certified firms, HUBZone certified firms, and other small business firms with capability to perform this work are encouraged to make the ir interest known to the point of contact identified below as soon as possible. If at least two qualified 8(a) firms or at least two qualified HUBZone firms become known to us prior to the date the solicitation is issued, we may elect to set-aside this pr oject in accordance with procedures of FAR subpart 19.8 or 19.13, as applicable. If less than two qualified 8(a) certified firms and less than two qualified HUBZone certified firms make their interest known, but at least two small business firms make thei r interest known, we may elect to set-aside this project in accordance with procedures of FAR subpart 19.5. If no such firms make their interest known prior to the date the solicitation is issued, the solicitation shall be issued on an unrestricted basis and all firms regardless of size shall be eligible and encouraged to compete for this project.
