The National Institutes of Health (NIH), through its National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition, intends to procure preventive maintenance and repair services for specific equipment and systems manufactured exclusively by Bio-Rad Laboratories, Inc. This procurement covers a twelve-month service period and includes a range of equipment such as the Tetrad Base Unit, Alpha Engine units in various configurations, and DNA Engine Chassis, with both on-site and mail-in service options. The total estimated value of this acquisition will not exceed $100,000, falling under the simplified acquisition threshold, and will be awarded as a sole source contract based on market research indicating that Bio-Rad is the sole provider capable of servicing their proprietary equipment. The contract will include full service agreements offering unlimited on-site repair visits covering parts, labor, and travel, along with at least one preventive maintenance visit upon request, which may coincide with repair visits. Mail-in service agreements provide unlimited mail-in repairs and loaner instruments when available. The acquisition will be conducted under the Federal Acquisition Regulation (FAR) Part 13 simplified procedures, exempt from competitive requirements due to the sole source nature of the procurement. Although this is a notice of intent and not a solicitation, interested parties may express their interest, but the government's decision to proceed without competition is discretionary.
