The U.S. Army Corps of Engineers, South Atlantic Division (USACE, SAD) is undertaking market research for the potential reissuance of its Regional Indefinite Delivery Indefinite Quantity (IDIQ), Multiple Award Task Order Contract (MATOC) focused on maintenance dredging within its geographic boundaries. This Special Notice is not a solicitation but a step in the acquisition planning process, seeking industry feedback to inform the structure of the upcoming procurement. The anticipated reissued MATOC will cover one base year plus four option years, totaling up to five years, and is estimated to have a combined contract value between $250 million and $499 million. Contracts will be awarded in two pools: one exclusively for small businesses compliant with NAICS Code 237990, and one unrestricted pool, with task orders for traditionally small business-set-aside work assigned accordingly. Individual task orders are expected to range from $1 million to $25 million. Interested firms are invited to respond with information including their contact details, firm capabilities, equipment types, and socioeconomic statuses such as Small Business or SBA-certified classifications. The Government seeks input on how the current MATOC structure has affected competition in the dredging market, including any negative impacts from project consolidation or participation restrictions. Firms are also asked whether they would be willing to participate in a future MATOC procurement and reasons if not. Responses are due by August 14, 2015, with an option for a follow-up public teleconference to discuss submissions. The goal of this outreach is to capture relevant industry perspectives to shape the reissuance of the dredging MATOC in accordance with updated mission requirements, regulatory revisions, and lessons learned.

Notice of Intent to solicit a single source – Fish and Macroinvertebrate (Nekton) Monitoring (St. Johns River)
Solicitation # W912EP-27-Q-1CTH
The U.S. Army Corps of Engineers, Jacksonville District, intends to award a sole-source contract to the Fish and Wildlife Research Institute of the Florida Fish and Wildlife Conservation Commission. The project focuses on nekton monitoring within selected zones and tributaries of the Lower St. Johns River in Northeast Florida. This effort is categorized under NAICS code 541620 for Environmental Consulting Services and is designed to assess the ecological impacts of a 2022 channel deepening project that increased the river depth to 47 feet to accommodate larger vessels for the Jacksonville Port Authority. The primary objective is to evaluate how changes in salinity and water quality resulting from the deepening affect the spawning, recruitment, and population dynamics of commercially and recreationally important species, such as blue crab, white shrimp, and red drum. Monitoring will specifically target critical habitats between river kilometers 14 and 48, as well as areas upstream of Julington Creek, to determine if shifting salinity gradients are impacting nursery habitats or resident freshwater species. This long-term sampling will provide the necessary data to gauge the overall environmental effects of the channel modifications on the estuary's nekton assemblages.
