The General Services Administration’s Public Building Service, Dallas Service Center, is planning to replace the fire alarm system at the Earle Cabell Federal Building in Dallas, Texas, with a Class A Notifier Fire Alarm System. This procurement will be conducted through a competitive process limited to the six known local installers certified by Notifier, a decision made under the authority of FAR 6.302-1 and 41 U.S.C. 253(c)(1). The new system must be compatible with the existing Notifier-brand equipment recently installed in the building, ensuring interoperability and system communication. Because Notifier fire alarm systems are proprietary and require certified installers, the solicitation is restricted to those specific service providers, and it is not open to full and open competition. This procurement, identified by solicitation number GS-07P-06-UAC-0037, falls under NAICS code 238210, covering electrical contractors and other wiring installation contractors. The contracting office is located in Fort Worth, Texas, with Aaron M. Davis serving as the Contract Specialist. While this notice is not a request for competitive proposals, only the certified local installers will be provided the solicitation packages. The Government retains sole discretion over the decision to limit competition in this matter.

Full Description

In accordance with FAR 6.302-1, and under the authority of 41 U.S.C. 253(c) (1), the General Services Administration, Public Building Service, Dallas Service Center intends to solicit the six known local installers of Notifier Fire Alarm Systems in the Dallas/Fort Worth area for a competitive procurement, on an other than full and open basis. The Government's requirement is for the replacement of the Earle Cabell Federal Building's Fire Alarm System, at 1100 Commerce Street, Dallas, TX with a Class A, Notifier Fire Alarm System, to be installed by a certified Notifier installer. This is a firm requirement based on the fact that the connected federal building has recently been equipped with a Notifier brand Fire Alarm System. Therefore, in order to be able to connect and communicate between alarm panels and systems, components need to be from the same manufacturer to assure inter-operability and compatibility. Notifier manufactured equipment, like virtually all fire alarm systems on the market, are proprietary in nature, to include both hardware and software components. They also require the use of manufacturer certified installers. This notice is not a request for competitive proposals. No solicitation packages will be available, except to the known local installers of Notifier Fire Alarm Systems. A determination to provide for other than full and open competition is within the sole discretion of the Government.
