AI Contract Overview

The contract involves the award of a firm-fixed-price agreement for minor roof repairs specifically around the atrium skylight at the VBA Building 46 located in Bay Pines, Florida. The work will be performed by Midwestern Construction Services, a service-disabled veteran-owned small business (SDVOSB), which has been selected as the sole source contractor under statutory authority allowing such awards to SDVOSBs. The contract value is estimated to be between $25,000 and $100,000, and the applicable NAICS code is 238160, with a small business size standard of $14 million. This sole source award is justified under Public Law 109-461, permitting non-competitive awards to SDVOSBs when criteria including price fairness, contractor responsibility, and statutory conditions are met. The procurement process did not require a traditional competitive market survey or solicitation of multiple vendors due to the statutory preference for SDVOSB participation and the contracting officer’s determination that the proposed price was fair and reasonable relative to the Independent Government Estimate and market data. This action falls under the Department of Veterans Affairs Network Contracting Activity 8, with Thomas Lucas serving as the point of contact for the project. The contract enforces compliance with relevant acquisition regulations and emphasizes support for veteran-owned businesses while ensuring the required roofing repair services are efficiently and effectively delivered.
