Full Description
In accordance with Revolutionary FAR Overhaul FAR 12.201-1(c)(2), The Contracting Officer has decided to solicit quotations directly from suppliers since this acquisition is at or below the simplified acquisition threshold.
No solicitation will be posted on the System for Award Management (SAM).
In accordance with Revolutionary FAR Overhaul FAR 5.101(c):

(4) Description of Requirement
(i) The Bureau of Reclamation, Upper Colorado Region, Albuquerque Area Office, Alamosa Field Division, requires repair or replacement of the flat roof on the San Luis Lakes Pumping Plant Building located within the San Luis Lake State Wildlife Area near Mosca, Colorado. Work includes addressing leaks, membrane and structural deficiencies, drainage issues, and other conditions affecting the building envelope to restore full weather protection and ensure long term facility reliability. The contractor shall provide all labor, materials, equipment, and demolition necessary to perform the required work.
Additional information on this requirement is provided in the attached Statement of Work titled “Attachment 1 - Draft_ SLV-CB PUMPING PLANT ROOF SOW”.
(ii) The Government intends to make award to the responsible offeror whose quote, conforming to the solicitation, represents the best value to the Government. Best value will be determined based on an evaluation of price and other factors.

(iii) One or more of the items under this acquisition are subject to Free Trade Agreements.
(iv) Only the technical information necessary for offerors to prepare their quotes will be provided through the Statement of Work and during the scheduled site visit. All such information will be furnished as part of the solicitation. Prospective offerors may submit questions to Ronda Lucero, Contract Specialist, at ronda_lucero@ios.doi.gov no later than August 14, 2026, at 1:00 p.m. MDT.
(v) This is a commercial construction contract under FAR Part 12. Any changes will be made only by mutual written agreement in accordance with FAR 52.212 4(c).
(vi) All responsible sources may submit a quotation, bid, or proposal, as appropriate, which shall be considered by the agency.
(vii) This action will be conducted on a competitive basis in accordance with applicable FAR and DOI policies. Therefore, identification of an intended source and justification for lack of competition are not applicable.
(viii) Offeror(s) and/or their product/service must meet the following qualification requirement(s) to be eligible for award:
Offerors must have an active registration in the System for Award Management (SAM.gov) in order to be eligible for award. This qualification requirement is obtained and maintained through the SAM.gov website.
