Y--BAND 266697 Rehabilitate Underground Utilities

The National Park Service Denver Service Center is seeking a contractor for the rehabilitation of underground utilities at Bandelier National Monument in Santa Fe, New Mexico. This project focuses on reconstructing and replacing utility distribution and collection systems that are over 60 years old to address code deficiencies and deferred maintenance. The scope of work includes the replacement of underground potable water lateral service lines and distribution mains for fire flow and storage, as well as the installation of electrical and natural gas distribution systems to meet current and projected demands. Additionally, the project involves replacing communication systems infrastructure, rehabilitating existing sewer collection mains, and replacing all secondary sewer lateral lines and manholes. This is a firm-fixed-price contract with an estimated magnitude exceeding 10 million dollars and an anticipated performance period of 910 calendar days from the notice to proceed. Award will be based on the best value to the government using a trade-off process, with technical and non-price factors such as technical approach, schedule, project experience, past performance, and small business participation weighted more heavily than price. The procurement is governed by FAR Parts 15 and 36, and requires bid, performance, and payment bonds. While currently an unfunded requirement, there is a high expectation that funding will be available. The formal Request for Proposal, numbered 140P2025R0072, is expected to be issued via SAM.gov on or after April 1, 2026.
