Public Address System In accordance with FAR Part 15, Network Contracting Office (NCO) 6 intends to release a Request for Proposal (RFP) for construction services to install a VALCOM Public Address (PA) System at the Hampton VA Health Care system in Hampton, VA. The contractor will provide all transportation, specific VALCOM materials, parts, tools, specialized equipment, labor, supervision, and technical expertise to remove and replace the existing PA System. The contractor will be providing all the elements and performing all the work. Work is composed of, but not limited to, management, permitting, demolition, construction, construction management, submittals, including general construction, structural, fire protection, hazardous material removal (if any), thermal and moisture protection, finishes, scheduling, quality control, inspection/testing, environmental protection, and project closeout. The North American Industry Classification System (NAICS) code is 238210 with a size standard of $19 million dollars. IAW VAAR 836.204(f)(2), the estimated magnitude of this project is between $2,000,000 and $5,000,000. The approximate solicitation issue date will be on or around June 12th, 2026, with a site visit anticipated the following week. The solicitation will include a Justification and Approval for Brand Name construction materials and the approximate response due date for proposals will be on or around July 13th, 2026. The solicitation will be issued on a restricted basis and will be 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns to install Brand Name construction material. It is the responsibility of the potential offerors to bring all necessary personnel, inclusive of subcontractors, tooling, and materials necessary to the pre-proposal site visit. The government will NOT be providing paper copies of any solicitation, solicitation attachments or annexes, specifications, or drawings. The government will NOT be reimbursing any costs associated with attendance or quote preparation. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS code and must be registered and verified in the following website: https://veterans.certify.sba.gov/ Potential offerors are further advised that failure to register in the System for Award Management (SAM) database will render your firm ineligible for award. The solicitation will be available only via the Internet at the following address: https://sam.gov/. Information on how to register your company, view or receive updates to this notice, please access https://sam.gov/. Any amendments to this solicitation will not be emailed but will be posted at the SAM website. Offerors are responsible for obtaining solicitation documents from SAM and acknowledging all amendments to any subsequent solicitation.
