The Naval Hospital Bremerton intends to award a firm fixed-price, sole source contract to Metro Medical for the procurement of a secondary eyepiece system specifically designed for the Zeiss OPMI Sensera microscope currently used in their Main Operating Room. The contract includes multiple components manufactured by Carl Zeiss, the sole distributor being Metro Medical, which justifies the single-source contract approach under the authority of 13.106-1(b). The required items consist of a Zeiss stereo bridge, a tiltable binocular tube, widefield push-in eyepieces, and rotatable adapters for binoculars. The Navy plans to finalize the award by August 11, 2014, and is not soliciting competitive proposals, although it will consider capability statements submitted by August 7, 2014, before making a final determination. This procurement falls under the NAICS code 333314 with a small business size standard of 500 employees. The government emphasizes that its decision to proceed with a sole source award is based on the unique technical features required and reserves the right not to compete. Interested parties can submit capability statements electronically to the designated purchasing agent but will not receive reimbursement for any information provided, nor will capability briefings be given. All inquiries must be submitted in writing, with telephonic questions not being entertained, ensuring a focused and controlled procurement process managed by the Naval Hospital’s purchasing staff in Bremerton, Washington.
