The United States Government, through USAID's Southern Africa Office of Acquisition and Assistance, plans to award a four-year contract to implement the Zimbabwe Strategic Economic Research and Analysis (SERA) program. This initiative focuses on enhancing Zimbabwe’s economic policy and regulatory environment by collaborating with public sector agencies, private sector stakeholders, and civil society organizations. Key areas of emphasis include poverty reduction, employment growth, small business development, trade and investment, intellectual property rights, agriculture and land reform, and addressing the socio-economic impacts of HIV/AIDS while integrating gender considerations into policy programs. Additionally, reforming social safety net policies is identified as a priority. The program also aims to strengthen Zimbabwean institutions' capacity for economic policy reform through formal and informal training mechanisms targeting priority issues. Another critical component involves supporting the Zimbabwe National Statistics Agency (ZIMSTAT) in improving data collection, statistical production, and dissemination to ensure informed decision-making. The contract solicitation was posted in February 2011, and the program will be based in Harare, Zimbabwe, with specific points of contact available for assistance through USAID.
