Adrian Biggs

Adrian Biggs serves as a Senior Engineer, acting as a primary point of contact for technical procurement and engineering oversight. In this role, he supports the agency's mission by managing the technical requirements and acquisitions necessary for infrastructure development and maintenance. His procurement activity is focused exclusively within the domain of water and sewer line and related structures construction, as indicated by his primary NAICS focus in 237110. This suggests a technical specialization in civil engineering and the procurement of heavy construction services for utility infrastructure. Regarding contracting patterns, all recorded acquisitions have been awarded under no set-aside preferences. This indicates a procurement strategy focused on full and open competition rather than specific socioeconomic set-asides.
