Anadelsa Rivera Eckles

Anadelsa Rivera Eckles serves as a Contract Specialist at the Missile Defense Agency, where she plays a pivotal role in executing complex acquisitions to support the development, testing, and fielding of integrated ballistic and hypersonic missile defense systems. Her responsibilities encompass the full lifecycle of contract management—from requirements definition and solicitation to award and administration—ensuring compliance with federal acquisition regulations and Department of Defense procurement policies. She primarily handles research and development contracts critical to advancing kinetic and non-kinetic countermeasure technologies, including sensor architectures, command-and-control systems, and interceptor platforms, aligning acquisitions with the MDA’s strategic mission of national and allied defense. Rivera Eckles collaborates with a diverse array of defense contractors, including prime systems integrators, advanced technology developers, and specialized engineering firms, all focused on high-performance defense R&D. Her working relationships are characterized by technical rigor and strict adherence to performance-based acquisition standards, fostering partnerships with vendors capable of delivering cutting-edge solutions under stringent security and testing protocols. She maintains a results-driven approach to vendor engagement, prioritizing innovation, technical feasibility, and mission readiness over cost alone. Her procurement profile reflects a strong preference for unrestricted competitions, with 100% of her acquisitions conducted under non-set-aside mechanisms. This indicates a focus on maximizing technical capability and industry-wide competition rather than socioeconomic set-asides, consistent with the MDA’s need for specialized, high-precision solutions that often require large-scale, classified, or highly technical expertise not readily available among small business pools. Her primary procurement focus is on NAICS 541712—Research and Development in the Physical, Engineering, and Life Sciences—reflecting deep engagement in advanced defense technologies such as radar discrimination algorithms, hypersonic glide vehicle tracking, and layered defense architectures. She routinely procures engineering services, simulation modeling, systems integration, and prototype development, demonstrating specialized expertise in the technical domains of missile defense systems and space-based surveillance technologies.
