Annouck B Hudicourt

Annouck B. Hudicourt serves as a Senior Acquisition Specialist at USAID/Haiti, where she leads the end-to-end procurement lifecycle for technical assistance and capacity-building contracts critical to the agency’s mission of strengthening public systems in health, governance, rule of law, and economic opportunity. Her role involves designing, soliciting, and managing complex personal services contracts with U.S. and third-country national experts who deliver on-the-ground technical support to Haitian institutions. Hudicourt ensures compliance with federal acquisition regulations and USAID’s development objectives, prioritizing performance-based contracting and results-driven acquisition strategies that align with long-term institutional resilience goals. Her contractor relationships are primarily with specialized consulting firms and individual experts providing high-level administrative, management, and technical advisory services. She engages a broad spectrum of vendors, including international consulting firms, niche technical service providers, and independent consultants with deep domain expertise in public sector reform and development programming. Hudicourt fosters collaborative, performance-oriented partnerships grounded in clear scope definition, rigorous evaluation criteria, and continuous monitoring to ensure value and impact. Hudicourt’s procurement portfolio reflects a strong preference for full and open competition, with 100% of her acquisitions conducted without set-asides. This approach prioritizes access to the broadest pool of qualified expertise, ensuring that technical requirements are met by the most capable providers regardless of socioeconomic status, while still adhering to all applicable small business goals through unrestricted competition. Her primary focus is on NAICS 541611—Administrative Management and General Management Consulting Services—reflecting her specialization in procuring strategic advisory, organizational development, and institutional strengthening services. She routinely acquires expertise in public financial management, electoral systems support, judicial reform, and health system governance, ensuring that USAID/Haiti’s interventions are informed by world-class technical capacity and locally adaptive solutions.
