Belva Marie Parton

Belva Marie Parton serves as a Contracting Specialist responsible for managing complex procurements across defense and precision manufacturing sectors. She plays a critical role in ensuring compliance with federal acquisition regulations while facilitating timely and efficient contract awards that support national security and industrial readiness. Her acquisitions typically involve engineered components, specialized manufacturing services, and technical consulting, with a focus on mission-critical systems requiring stringent quality controls and supply chain integrity. Parton works closely with program managers and technical evaluators to align procurement strategies with operational requirements, ensuring contracts meet both performance and regulatory standards. While specific contractor names are not available, Parton routinely engages with a diverse pool of vendors, including small businesses and mid-tier manufacturers with expertise in precision machining, ammunition production, and aircraft subsystems. Her contracting patterns reflect a preference for competitive sealed bidding and negotiated procurements under FAR Part 15, often utilizing performance-based acquisition methods to drive outcomes. She maintains collaborative relationships with vendors who demonstrate technical capability, quality assurance compliance, and consistent delivery performance. Parton exhibits a strong commitment to small business participation, with 22.2% of her awards designated as Total Small Business Set-Asides under FAR 19.5. While she does not frequently utilize specialized socioeconomic set-asides such as 8(a), HUBZone, or SDVOSB, her consistent use of small business set-asides reflects a deliberate strategy to expand market access for qualified small manufacturers. Her approach prioritizes competition and capability over socioeconomic classifications, ensuring that small businesses with proven technical expertise are competitively selected. Her primary procurement focus centers on NAICS 332721 (Precision Turned Product Manufacturing) and 332993 (Ammunition Manufacturing), with additional activity in 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and 541690 (Other Scientific and Technical Consulting Services). She specializes in acquiring high-tolerance machined components, defense-grade munitions subsystems, aircraft ancillary equipment, and technical advisory services supporting system integration and compliance testing. Her domain expertise lies in complex manufacturing environments requiring adherence to military specifications and aerospace quality standards.
