Bryan Kelso

Bryan Kelso serves as a Contracting Specialist within the 0411 AQ HQ Contract Augmented unit of the Department of the Army, where he plays a pivotal role in securing facility sustainment, modernization, and infrastructure support services critical to U.S. Army garrison operations—particularly at overseas and high-priority installations such as USAG Humphreys and USFK. His acquisitions focus on mission-critical construction, electrical systems, water and sewer infrastructure, and specialized telecommunications equipment, ensuring operational readiness through timely and compliant contract execution. Kelso manages the full lifecycle of procurement actions, from requirements validation and market research to solicitation issuance and contract award, aligning all acquisitions with Army installation resilience objectives. Kelso maintains consistent working relationships with a core group of contractors including GLOBAL SYSTEMIZED INDUSTRY, 09CLEAN CO., LTD, KOREA CONTAINER POOL CO., LTD, NOKHWACHANGJO, and GLOBAL COMPANY ALLIANCE CO., LTD., many of which provide specialized engineering, maintenance, and logistics support tailored to overseas military environments. These partnerships reflect a preference for established vendors with proven track records in delivering complex, multi-disciplinary services under austere conditions, often involving coordination across international supply chains and military logistics frameworks. His procurement portfolio exhibits no set-aside preferences, with 100% of awards issued under full and open competition. This reflects a strategic emphasis on efficiency, scalability, and access to specialized technical capabilities rather than socioeconomic targeting, indicating a mission-driven approach to sourcing where operational urgency and technical expertise take precedence over socioeconomic criteria. Kelso’s primary NAICS focus areas—334210 (Telephone Apparatus Manufacturing), 238210 (Electrical Contractors), 237110 (Water and Sewer Construction), and 236210 (Industrial Building Construction)—demonstrate deep expertise in infrastructure systems essential to military base operations. He routinely procures hardened telecommunications hardware, electrical distribution networks, utility line installations, and robust industrial construction services, requiring stringent compliance with military construction standards and environmental regulations.
