Carla G. Sheets

Carla G. Sheets serves as a Contract Specialist within the U.S. Special Operations Command (USSOCOM), where she plays a pivotal role in acquiring mission-critical scientific and technical services that support the development and fielding of advanced capabilities for elite special operations forces. Her procurement activities center on enabling rapid prototyping, technical experimentation, and the integration of next-generation electro-optical, sensor, and tactical communications systems. She manages the full lifecycle of contracts—from requirements definition and solicitation to award and administration—ensuring alignment with USSOCOM’s mandate to maintain technological superiority across all operational domains. Her work directly supports the command’s emphasis on agility, innovation, and field-deployable solutions. Carla collaborates with a diverse ecosystem of defense contractors, research institutions, and specialized technical consultants who provide advanced engineering, systems integration, and mission analysis services. While no single contractor dominates her portfolio, she consistently engages firms with proven expertise in rapid development cycles, classified technology adaptation, and operational field support. Her contracting patterns reflect a preference for performance-based, outcome-driven agreements that incentivize innovation and responsiveness to dynamic operational requirements. Carla’s procurement activity is entirely non-set-aside, with 100% of her acquisitions conducted under full and open competition. This reflects USSOCOM’s operational imperatives, where mission urgency and technical specificity often require the broadest possible pool of qualified providers, regardless of socioeconomic designation. While she does not prioritize 8(a), HUBZone, or SDVOSB set-asides, her approach ensures that all vendors—regardless of size or certification—are evaluated on technical merit and mission readiness. Her primary focus is on NAICS 541690, Other Scientific and Technical Consulting Services, encompassing advanced R&D, systems engineering, and technical advisory support for special operations technologies. She procures services related to sensor fusion, low-signature communications, night vision enhancement, and real-time data analytics—domains requiring deep domain expertise and rapid scalability to meet the evolving needs of U.S. special operations forces.
