Craig Karnes

Craig Karnes serves as a key procurement lead within the Department of Housing and Urban Development’s Office of Policy Development and Research, where he manages acquisitions supporting the agency’s mission to enhance housing market intelligence and data infrastructure. His responsibilities center on securing information services that enable data-driven policy analysis, including real estate analytics, credit market modeling, and housing program evaluation tools. Karnes routinely handles complex information technology and research support contracts, ensuring the agency’s access to high-integrity, scalable digital platforms that inform federal housing initiatives such as mortgage oversight and rental assistance programs. His contractor relationships are primarily with firms specializing in web-based data aggregation, statistical modeling, and digital information portals. While no single vendor dominates his portfolio, Karnes consistently engages with technology service providers capable of delivering secure, interoperable data systems that integrate with HUD’s existing analytical frameworks. He prioritizes vendors with proven experience in public-sector data management and compliance with federal information security standards, fostering long-term partnerships grounded in technical reliability and mission alignment. Karnes maintains a strict preference for non-set-aside acquisitions, with 100% of his procurements awarded under full and open competition. This reflects a strategic focus on maximizing technical capability and innovation rather than socioeconomic set-asides, aligning with the technical complexity of the information services required. His contracting patterns indicate a preference for proven, scalable solutions over small business-specific programs, though he remains compliant with all federal socioeconomic requirements. His primary NAICS focus is 519290—Web Search Portals and All Other Information Services—indicating deep expertise in procuring advanced digital platforms for housing data curation, real-time market dashboards, and analytical web portals. He specializes in acquiring cloud-enabled information systems that support large-scale housing research, public data dissemination, and policy simulation tools, making him a critical link between HUD’s analytical mission and the modern information technology ecosystem.
