Elias Stamatiades

Elias L. Stamatiades serves as a key procurement lead within the Naval Supply Systems Command Fleet Logistics Center Sigonella Naples Office, responsible for managing acquisitions critical to sustaining U.S. Navy fleet readiness in the Mediterranean theater. He oversees the full lifecycle of contracts supporting ship repair, maintenance, and modernization, ensuring compliance with Department of the Navy standards and operational timelines. His portfolio encompasses complex, mission-critical services that directly impact vessel availability and combat readiness, including vessel overhaul, environmental compliance, and marine infrastructure support. Stamatiades plays a central role in aligning procurement strategy with the agency’s mandate to maintain continuous naval operational capability through timely and efficient contract execution. He maintains established working relationships with core contractors including TERRESTRIS, LLC, RA INTERNATIONAL FZCO, and ALLIUM US HOLDING LLC, each of which provides specialized expertise in naval maintenance, international logistics, and marine systems integration. These partnerships are characterized by sustained performance, technical reliability, and adherence to stringent defense quality standards. Stamatiades prioritizes long-term vendor collaboration over transactional engagements, fostering consistent service delivery across multi-year contract vehicles and task order executions. Stamatiades’ contracting activity reflects a non-set-aside approach, with 100% of awards issued under full and open competition. This pattern indicates a strategic focus on selecting the most technically qualified and capable vendors regardless of socioeconomic status, emphasizing mission outcomes over socioeconomic preferences. While small business participation is not formally targeted, the procurement structure remains accessible to all qualified entities. His procurement focus is concentrated in three primary NAICS categories: Ship Building and Repairing (336611), Environmental Consulting Services (541620), and Marinas (713930). These reflect a technical domain expertise in naval vessel sustainment, regulatory environmental compliance for maritime operations, and marine facility management—areas essential to maintaining operational infrastructure in a high-tempo, forward-deployed environment.
