Henry Babilon

Henry Babilon serves as Team Lead for the FPAC Bus Cntr-Mgmt Svs Division within the U.S. Department of Agriculture, where he oversees the acquisition and management of real estate infrastructure critical to supporting field-level agricultural operations and conservation initiatives. In this role, he leads the planning, solicitation, and award of leases and facility-related contracts to ensure USDA personnel have secure, accessible, and scalable physical assets across rural and underserved regions. His procurement activities are centered on securing long-term nonresidential leasing arrangements that enable the delivery of farm assistance, disaster response, and conservation services, aligning directly with the agency’s mission to extend federal reach into remote agricultural communities. Babilon maintains consistent working relationships with a select group of specialized real estate and construction partners, including Greenwood Properties, L.L.P., and McKenzie Construction & Site Development LLC. These contractors provide leasing, property management, and site development services tailored to federal facility needs. His procurement pattern reflects a preference for established, experienced vendors with proven track records in managing complex real estate portfolios for government clients, emphasizing reliability, compliance, and long-term operational continuity over transactional engagements. His contracting activity shows no use of socioeconomic set-asides, with 100% of awards issued under full and open competition. This reflects a strategic focus on securing the most capable and cost-effective solutions without restriction, prioritizing mission-critical outcomes over socioeconomic preferences. While small business participation is not formally incentivized in his portfolio, all procurements adhere to federal transparency and fair competition standards. Babilon’s procurement focus is exclusively aligned with NAICS 531120—Lessors of Nonresidential Buildings (except Miniwarehouses). He specializes in negotiating long-term leases for office spaces, field service centers, and conservation program hubs, ensuring facilities meet federal standards for security, accessibility, and operational functionality. His expertise lies in real estate acquisition strategy, lease administration, and facility lifecycle management within the federal agricultural infrastructure domain.
