Hunter Sheaks

Hunter Sheaks serves as a key procurement professional within the FA8134 Aflcmc Wlk, a critical unit under the Department of the Air Force responsible for sustaining and modernizing airborne command, control, and communication systems. He manages complex acquisition programs centered on executive and special-mission aircraft platforms, particularly the E-4B National Airborne Operations Center fleet, ensuring mission-critical continuity for nuclear command and national leadership communications. His portfolio consists primarily of engineering services contracts that support system integration, avionics modernization, cybersecurity hardening, and sustainment lifecycle management for highly classified aviation systems. Sheaks operates at the intersection of technical rigor and mission readiness, aligning procurement strategy with Air Force strategic imperatives for resilience and operational dominance. His primary contractor relationship is with The Boeing Company, with whom he collaborates on long-term, high-stakes engineering and integration efforts for specialized airborne platforms. These partnerships are characterized by deep technical alignment, sustained contract performance, and iterative requirements development to meet evolving threat environments. Sheaks engages with a narrow, highly specialized vendor base that possesses the necessary security clearances, systems engineering expertise, and experience with classified aerospace programs, prioritizing proven capability over broad competition. Sheaks’s procurement activity reflects a 100% non-set-aside approach, indicating a focus on mission-critical capability over socioeconomic preferences. This pattern underscores the unique operational urgency and technical exclusivity of the programs he manages, where only a limited number of vendors possess the required clearance levels, systems integration experience, and heritage with DoD special mission aircraft. His procurement focus is exclusively under NAICS 541330 (Engineering Services), emphasizing systems engineering, technical analysis, and integration support for airborne C3 infrastructure. He procures advanced avionics upgrades, secure communications suites, survivability enhancements, and mission systems sustainment services—domain expertise that demands deep familiarity with military aerospace standards, DoD 5000 acquisition policy, and classified platform lifecycle management.
