Israel Gutierrez

Israel Gutierrez serves as a key procurement professional within the Department of the Army’s 0409 Aq Hq Contract office, responsible for managing complex facility and infrastructure support acquisitions critical to operational readiness across U.S. Army garrisons and overseas installations. His work centers on sustaining mission-critical logistics infrastructure—including airfields, utilities, and building systems—primarily in European theaters. He oversees the full lifecycle of contract actions for specialized equipment and maintenance services, ensuring compliance with DoD standards and timely delivery of capabilities essential to garrison resilience. His acquisitions are strategically aligned with the Army’s enduring need for reliable, deployable infrastructure support. Gutierrez maintains longstanding relationships with major defense and industrial contractors, most notably PAE Applied Technologies LLC, a premier provider of integrated facility services for military installations, and BSH Hausgeräte B.V., a global manufacturer of commercial-grade equipment tailored for military housing and operational environments. His contracting patterns reflect a preference for established, high-capacity vendors with proven track records in austere and expeditionary settings. These partnerships are characterized by long-term performance, technical reliability, and adherence to stringent military specifications, with minimal reliance on temporary or non-traditional vendors. His procurement portfolio exhibits no set-aside preferences, with 100% of awards issued under full and open competition. This reflects a strategic emphasis on capability, scalability, and mission-critical performance over socioeconomic targeting, indicating a procurement environment prioritizing operational urgency and technical adequacy over socioeconomic program requirements. Gutierrez’s primary focus lies in NAICS 333924, Industrial Truck, Tractor, Trailer, and Stacker Machinery Manufacturing, indicating deep expertise in procuring heavy-duty material handling equipment such as forklifts, tow tractors, and specialized ground support vehicles used in logistics hubs, aircraft ramps, and supply depots. His technical domain centers on ruggedized, military-spec machinery designed for high-cycle, high-stress environments, requiring deep knowledge of MIL-STD compliance, maintenance protocols, and interoperability with Army supply chains.
