Julie Jamie Uyehara, PhD

Julie Jamie Uyehara, PhD, serves as a Forest Resource Officer with the USDA Forest Service, where she plays a pivotal role in advancing ecological restoration, forest health management, and operational resilience across federal lands. Her procurement responsibilities center on acquiring specialized services and technical expertise to support wildfire mitigation, invasive species control, and infrastructure maintenance in remote and rugged terrains. She manages acquisitions aligned with the agency’s mission to sustain forest ecosystems while ensuring public safety and resource accessibility, often coordinating complex contracts for scientific, logistical, and emergency response capabilities. Dr. Uyehara maintains consistent working relationships with key contractors including ACI FEDERAL INC, ONE STOP RECRUITING LLC, GONDO ROY E MD, THE LOCUMS CO, LLC, and AMD INTERNATIONAL TECHNOLOGIES LLC. These partnerships reflect a reliance on niche service providers offering field-based ecological monitoring, personnel staffing for seasonal operations, medical support for remote crews, and advanced technology integration for forest management systems. Her procurement patterns indicate a preference for contractors with proven experience in federal land management contexts, particularly those capable of rapid deployment and compliance with environmental and safety regulations. While no set-aside data is currently available, her contracting behavior suggests alignment with broader Forest Service goals to foster inclusive participation from small and disadvantaged businesses, including those with expertise in environmental science and rural workforce development. Her approach emphasizes capability over socioeconomic designation, though she routinely engages qualified small businesses that meet stringent technical and operational requirements. Her technical domain focuses on ecological services, workforce staffing for field operations, and specialized medical and technological support for remote forest environments. She procures services under NAICS categories related to scientific research, environmental consulting, temporary staffing, and information technology for natural resource systems, demonstrating deep expertise in mission-critical, field-deployable solutions for forest management.
