Lucille Buchwald

Lucille Buchwald serves as the TRADOC Command Librarian at W6QM MICC-FDO Fort Eustis, supporting the U.S. Army Training and Doctrine Command’s mission to enhance warfighter readiness through information management and knowledge services. In this role, she oversees the acquisition of specialized technical, educational, and operational resources that enable mission command, training development, and battlefield decision support systems. Her procurement activities center on digital information systems, training analytics platforms, and curated knowledge repositories critical to soldier and leader development. Buchwald functions as a key liaison between operational units and service providers, ensuring that acquired solutions align with doctrinal requirements and training infrastructure standards. Her primary contractor relationship is with Booz Allen Hamilton Inc., a trusted partner in delivering advanced computer-related services for defense knowledge systems. Buchwald’s procurement pattern reflects a reliance on established defense contractors with deep expertise in enterprise information management, data analytics, and simulation-based training support. While her portfolio is dominated by a single major vendor, the nature of the services—requiring high-fidelity modeling, secure data integration, and doctrinal alignment—necessitates partnerships with firms possessing proven experience in Army-specific operational environments. Buchwald’s contracting activity shows no preference for socioeconomic set-asides, with 100% of awards issued under full and open competition. This reflects the specialized, mission-critical nature of the services procured, which often require advanced technical certifications and pre-existing government-clearance infrastructure not typically available through small business pools. Her approach prioritizes capability and compliance over socioeconomic targeting. Her procurement focus is exclusively under NAICS 541519 (Other Computer Related Services), encompassing custom software development, knowledge management systems, digital library platforms, and training data analytics. She specializes in acquiring integrated information ecosystems that support doctrinal research, after-action review systems, and command-level decision aids—domain expertise grounded in Army training doctrine and operational learning frameworks.
