Luigi Mastrippolito

Luigi Mastrippolito serves as a key procurement lead within the W6QK Acc-apg Director office under the Department of the Army, responsible for managing acquisitions that sustain mission-critical scientific and technical infrastructure. His work directly supports the agency’s mandate to maintain precision measurement systems, laboratory instrumentation, and industrial maintenance capabilities essential to defense operations. He specializes in procuring analytical instrumentation, calibration services, and electrical signal testing equipment, ensuring operational readiness across field and laboratory environments. His acquisitions are strategically aligned with the agency’s focus on reliability, traceability, and compliance with military technical standards. Mastrippolito cultivates collaborative relationships with a network of specialized vendors, primarily small businesses certified under federal socioeconomic programs, given the agency’s 100% small business set-aside policy. While no single contractor dominates the portfolio, he consistently engages with firms possessing niche expertise in manufacturing and servicing high-precision electrical and electronic test instruments. His contracting approach emphasizes technical qualification, past performance in defense applications, and adherence to military specifications, fostering long-term vendor partnerships built on compliance and quality assurance. He maintains a steadfast commitment to small business participation, directing all procurements under the FAR 19.5 Small Business Set-Aside program. This reflects a deliberate strategy to empower economically disadvantaged, HUBZone, and service-disabled veteran-owned firms capable of delivering specialized instrumentation and calibration services. His contracting patterns prioritize equitable access for qualified small businesses, reinforcing the Army’s broader socioeconomic goals while ensuring technical excellence. His procurement focus is exclusively centered on NAICS 334515—Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals. This includes the acquisition of oscilloscopes, signal generators, multimeters, calibration standards, and automated test systems used in military R&D, quality control, and field maintenance. His technical domain expertise lies in ensuring that all procured equipment meets MIL-STD and NIST-traceable requirements, enabling accurate, repeatable measurements critical to national defense systems.
