Manuel Leon

Manuel Leon serves as a Contract Specialist within the Incident Support Section (ISS70) of the Federal Emergency Management Agency, where he plays a critical role in executing rapid-response procurement actions to sustain life-sustaining operations during domestic emergencies. He manages the full lifecycle of contracts for essential facilities support services, ensuring timely acquisition of logistics, maintenance, sanitation, and temporary infrastructure solutions required to maintain operational continuity in austere environments. His work directly supports FEMA’s mission to protect public safety and restore critical functions following disasters, requiring agile contracting methods under expedited timelines and high-stakes conditions. Leon’s contractor relationships are primarily with firms specializing in facilities support services, including providers of temporary housing, waste management, power generation, and field operations support. He engages with a broad base of qualified vendors capable of mobilizing rapidly under emergency conditions, often leveraging General Services Administration schedules and other pre-negotiated mechanisms to accelerate acquisition cycles. His working relationships emphasize reliability, scalability, and compliance with federal emergency response standards, fostering partnerships with vendors experienced in high-tempo, mission-critical environments. Leon’s procurement activities reflect a strong preference for open competition, with 100% of his acquisitions conducted without set-aside designations. While he does not routinely prioritize 8(a), HUBZone, or SDVOSB set-asides, his approach ensures broad market access and maximizes competition to secure the most capable and responsive vendors during time-sensitive operations. His primary focus is on NAICS 561210—Facilities Support Services—encompassing the procurement of janitorial, security, utilities support, debris removal, and temporary facility management. He possesses deep expertise in acquiring services that enable operational resilience in disaster zones, ensuring that emergency response teams have the physical infrastructure and environmental support necessary to carry out their missions effectively.
