Raphael Dungca

Raphael Dungca serves as a key procurement professional within the W2SD Endist New York office of the U.S. Army Corps of Engineers, overseeing the acquisition of critical civil and military engineering services across the Northeastern United States. Responsible for managing the full lifecycle of construction contracts, Dungca ensures alignment with the agency’s mission to sustain and modernize transportation networks, utility systems, flood control infrastructure, and navigation channels. His portfolio is exclusively focused on heavy and civil engineering construction, with an emphasis on projects requiring specialized expertise in earthwork, structural rehabilitation, and environmental compliance under federal construction standards. Dungca maintains consistent working relationships with a core group of experienced contractors, including AMD INTERNATIONAL TECHNOLOGIES LLC, STV HDR USMA JOINT VENTURE, LODUCA ASSOCIATES, INC., and H & L CONTRACTING LLC. These partnerships reflect a preference for firms with proven track records in complex infrastructure delivery, often involving joint ventures and multi-disciplinary teams capable of executing large-scale, federally funded projects under strict regulatory oversight. His contracting approach prioritizes technical capability, past performance, and compliance with Army Corps design and safety protocols. Dungca’s procurement strategy is distinguished by a 100% Total Small Business Set-Aside policy under FAR 19.5, demonstrating an unwavering commitment to socioeconomic contracting goals. All acquisitions are structured to maximize opportunities for small businesses, ensuring broad participation from firms certified under HUBZone, SDB, and other small business programs without reliance on large business prime contractors. His technical domain expertise is centered entirely on NAICS 237990—Other Heavy and Civil Engineering Construction—encompassing projects such as dam repairs, levee reinforcement, road and bridge rehabilitation, and stormwater management systems. Dungca’s work requires deep familiarity with Army Corps engineering specifications, environmental permitting frameworks, and federal construction delivery methods, making him a vital link between operational readiness and infrastructure resilience.
