Ricardo Perez

Ricardo D. Perez serves as a Contract Specialist responsible for managing the full lifecycle of procurement actions, from solicitation through award and contract administration. He plays a critical role in executing the agency’s acquisition strategy by ensuring compliance with federal contracting regulations, particularly under FAR Part 19, and prioritizing socioeconomic objectives in every procurement. His portfolio primarily consists of small-dollar, high-volume acquisitions for specialized textile products, requiring precise market research, competitive bidding, and diligent source selection practices. Perez ensures all contracts align with statutory requirements and promote transparency, accountability, and efficiency in government spending. While specific contractor names are not publicly available, Perez consistently engages with a diverse pool of small business vendors, particularly those certified under socioeconomic programs. His working relationships are characterized by recurring partnerships with firms possessing specialized capabilities in textile manufacturing, including those with expertise in canvas, bag, and miscellaneous textile product production. He fosters collaborative vendor engagement through clear solicitation language, responsive communication, and fair evaluation criteria that reward technical competence and socioeconomic compliance. Perez demonstrates a strong and consistent commitment to small business participation, with over 57% of his awards designated as Total Small Business Set-Asides under FAR 19.5. An additional 14.8% are HUBZone Set-Asides, reflecting a deliberate strategy to direct opportunities toward businesses in economically distressed areas. He also awards contracts to Service-Disabled Veteran-Owned Small Businesses, albeit at a lower frequency, demonstrating a layered approach to promoting equitable access to federal contracting. His procurement focus is overwhelmingly concentrated in NAICS 314910 (Textile Bag and Canvas Mills), accounting for 91.3% of his activity, with the remainder in NAICS 314999 (All Other Miscellaneous Textile Product Mills). This specialization indicates deep expertise in sourcing durable, functional textile goods—such as bags, sacks, and woven fabric products—often used in logistical, operational, or institutional applications. His technical domain knowledge includes material specifications, production standards, and supply chain dynamics unique to the textile manufacturing sector.
