Richard Tran

Richard Tran serves as a secondary procurement support specialist within the 0411 Aq Hq Contract Augmented unit of the Department of the Army, contributing to the strategic delivery of facility sustainment and infrastructure modernization services for U.S. Army installations, including overseas garrisons such as USAG Humphreys and USFK. While not the primary contracting officer, he plays a critical role in supporting the acquisition lifecycle for mission-critical technical services, assisting in requirement development, vendor coordination, and contract administration to ensure operational readiness through resilient facility systems. His work centers on complex, high-tempo acquisitions aligned with the Army’s global infrastructure priorities. Tran collaborates closely with a consistent cohort of contractors, including GLOBAL SYSTEMIZED INDUSTRY, 09CLEAN CO., LTD, KOREA CONTAINER POOL CO., LTD, NOKHWACHANGJO, and GLOBAL COMPANY ALLIANCE CO., LTD., many of which are regional or international providers with proven capacity in military facility support. These partnerships reflect a preference for established vendors with demonstrated expertise in integrated facility services, particularly those capable of delivering scalable, multi-site solutions under austere or overseas conditions. His working relationships are characterized by sustained engagement, repeat contract performance, and reliance on contractors with prior experience in U.S. Army installation environments. Tran’s procurement activities exhibit no use of socioeconomic set-asides, with 100% of acquisitions awarded through full and open competition. This reflects a strategic emphasis on technical capability and operational continuity over socioeconomic preferences, aligning with the urgent and mission-critical nature of facility sustainment at forward-deployed locations. His primary procurement focus is exclusively on NAICS 541512 (Computer Systems Design Services), indicating deep specialization in IT-enabled facility management systems, building automation, energy monitoring platforms, and integrated digital infrastructure solutions. He consistently procures technical services that modernize garrison utilities, security systems, and facility operations through software-driven analytics and networked control systems.
