Sahar Odderstol

Sahar Odderstol serves as a Contracting Officer within the Contracting and Procurement office of the Transportation Security Administration under the Department of Homeland Security, where she plays a pivotal role in securing mission-critical capabilities to enhance aviation and transit security. She manages the full lifecycle of acquisitions for advanced detection systems, cybersecurity services, and operational support technologies, including explosive detection equipment, irradiation apparatus, and GPS-enabled rail monitoring systems. Her work directly supports the agency’s strategic imperative to modernize national transportation infrastructure through technically sophisticated, high-integrity procurements that meet stringent federal safety and security standards. While specific contractor names are not publicly disclosed, Odderstol maintains professional relationships with a range of qualified vendors specializing in analytical instrumentation, defense-grade cybersecurity, and engineering services for public safety applications. She engages with both large prime contractors and specialized technical firms capable of delivering complex, high-stakes solutions under tight compliance and performance requirements. Her contracting approach emphasizes rigorous technical evaluation, performance-based specifications, and contract administration grounded in FAR and DFARS compliance. Odderstol’s procurement portfolio reflects a strong preference for unrestricted competitions, with 100% of her acquisitions conducted under no set-aside categories. This indicates a focus on selecting the most technically capable and cost-effective offerors regardless of socioeconomic status, prioritizing mission readiness and operational performance over socioeconomic preferences. Her primary technical focus lies in NAICS 541380 — Testing Laboratories and Services — underscoring her specialization in procuring analytical, forensic, and certification services essential for validating the performance of security detection systems. She routinely manages contracts for laboratory testing, calibration services, and compliance certification of radiation-emitting and chemical detection technologies, demonstrating deep expertise in the technical domains of homeland security instrumentation and quality assurance protocols.
