Scott R Bingham

Scott R. Bingham serves as a Civil Engineer within the USDA Forest Service, where he plays a critical role in managing infrastructure and construction acquisitions essential to maintaining forest roadways, erosion control structures, and recreational facilities across federally managed lands. His procurement activities center on civil construction projects that support ecological resilience, wildfire mitigation, and public safety in remote and rugged terrains. Bingham specializes in sourcing technical services and materials that ensure long-term infrastructure durability under challenging environmental conditions, aligning acquisitions with the agency’s mission of sustainable land management and operational readiness. Bingham maintains consistent working relationships with a select group of contractors, including ACI FEDERAL INC, ONE STOP RECRUITING LLC, GONDO ROY E MD, THE LOCUMS CO, LLC, and AMD INTERNATIONAL TECHNOLOGIES LLC. These partnerships reflect a blend of specialized construction firms, staffing providers for technical personnel, and technology-enabled service vendors. His contracting approach emphasizes reliability, local capacity, and expertise in remote-site execution, often prioritizing contractors with demonstrated experience in federal land management environments and emergency response support. Bingham exhibits a strong, consistent commitment to small business participation, with 100% of his acquisitions structured as total small business set-asides under FAR 19.5. This reflects a deliberate strategy to foster economic opportunity among small, locally rooted firms capable of delivering specialized civil construction services in underserved regions. His procurement patterns consistently channel opportunities to small businesses without further socioeconomic sub-set-asides, indicating a focus on broad-based small business engagement rather than niche certifications. His primary procurement focus is on NAICS 238170 — Siding Contractors — indicating a specialized need for weather-resistant cladding, protective finishes, and structural envelope systems for forest service buildings, visitor centers, and maintenance facilities. While seemingly narrow, this specialization supports broader goals of infrastructure longevity and climate resilience. Bingham’s technical expertise lies in selecting materials and methods that withstand extreme weather, insect infestation, and high-moisture environments, ensuring compliance with federal construction standards for public land assets.
