Shirley Baldwin

Shirley Baldwin serves as a Contracting Officer for USAID/Pakistan, where she leads the acquisition and management of technical assistance contracts aligned with the agency’s mission of advancing sustainable development and institutional capacity building. She is responsible for end-to-end procurement of professional services that support governance reform, economic resilience, and social development initiatives across Pakistan. Her portfolio primarily consists of performance monitoring and evaluation, policy advisory, leadership development, and technical consulting engagements, all designed to strengthen local institutions through strategic partnerships with qualified service providers. Baldwin collaborates with a diverse network of international and local consulting firms, including specialized technical service providers with deep expertise in development economics, public sector reform, and impact assessment. Her contracting approach emphasizes performance-based outcomes, requiring rigorous deliverables and measurable results. She fosters long-term vendor relationships built on transparency, accountability, and alignment with USAID’s principles of local ownership and sustainability, ensuring that contractors deliver high-quality, context-specific solutions tailored to Pakistan’s evolving development needs. Her procurement activity reflects a strong preference for open competition, with 100% of her acquisitions conducted without set-aside designations such as 8(a), HUBZone, or SDVOSB. While she does not prioritize socioeconomic set-asides, she maintains a rigorous evaluation framework that prioritizes technical merit, past performance, and local engagement capacity, ensuring that award decisions are driven by programmatic effectiveness rather than socioeconomic criteria. Baldwin’s contracting focus is exclusively concentrated under NAICS 541690—Other Scientific and Technical Consulting Services—reflecting her specialization in procuring high-level advisory and analytical services. She routinely awards contracts for policy analysis, institutional diagnostics, capacity-building training, and data-driven monitoring systems, working closely with subject-matter experts in governance, economics, and public administration to ensure technical rigor and operational relevance in USAID’s programming.
