Soleimar Hernandez

Soleimar Hernandez serves as a key procurement professional within the Naval Surface Warfare Center, Indian Head Division, supporting the Department of Defense’s mission to advance ordnance systems and explosives technology. Responsible for managing complex acquisition programs, Hernandez oversees the solicitation, evaluation, and award of contracts for specialized engineering services, munitions manufacturing equipment, and precision instrumentation critical to naval warfare readiness. Their work directly enables the modernization of explosive ordnance handling systems and the sustainment of mission-critical weapon platforms, ensuring alignment with Navy technical specifications and safety standards. Hernandez maintains consistent partnerships with a select group of contractors including TOTAL CONCEPTS OF DESIGN INC, Boh Environmental, L.L.C., CHUCKING MACHINE PRODUCTS, INC., CANADIAN COMMERCIAL CORP, and DEVAL LIFE CYCLE SUPPORT LLC. These relationships reflect a focus on niche technical capabilities—ranging from custom machining and environmental compliance to lifecycle support and international procurement coordination. The working pattern emphasizes long-term, performance-based engagements with vendors possessing deep domain expertise in ordnance systems, rather than broad commodity sourcing. All acquisitions managed by Hernandez are conducted under open competition with no set-aside preferences, indicating a procurement strategy prioritizing technical capability and mission necessity over socioeconomic classifications. This reflects a deliberate focus on acquiring specialized, non-commoditized solutions where only a limited pool of qualified vendors can meet stringent defense performance requirements. The technical domain centers on ordnance systems engineering, explosives handling infrastructure, and precision manufacturing equipment, with procurement activities aligned to defense-specific technical standards. Hernandez’s expertise lies in acquiring high-integrity components and services for hazardous material environments, requiring rigorous compliance with DoD safety protocols and certification frameworks. Their contracting approach underscores a commitment to mission-critical performance over socioeconomic metrics, ensuring operational readiness through proven, qualified suppliers.
