Tirso McCoy

Tirso McCoy serves as a Contract Specialist at the W2V6 USA Engineering Support Center under the Department of the Army, where he plays a pivotal role in executing mission-critical procurement actions that sustain Army infrastructure and operational readiness. He manages a diverse portfolio of acquisitions spanning engineering support, facility modernization, and mission-enabling IT systems, ensuring compliance with FAR and DFARS regulations. His work directly supports the Center’s mandate to deliver integrated technical solutions across domestic and overseas installations, with a strong emphasis on resilient infrastructure and logistics modernization. McCoy maintains consistent working relationships with key contractors including AMD INTERNATIONAL TECHNOLOGIES LLC, CONSTELLATION NEWENERGY, INC., MSL HOUSEKEEPING SERVICES LLC, Boh Environmental, L.L.C., and HYDROGEOLOGIC, INC. These partnerships reflect a balanced approach to sourcing specialized engineering, environmental remediation, energy efficiency, and facility services. He engages vendors through competitive sealed bidding and negotiated procurements, prioritizing technical capability, past performance, and regulatory compliance in source selection decisions. His contracting patterns show a strong preference for open competition, with 71.4% of awards issued without set-aside designations, while 28.6% are structured as Total Small Business Set-Asides under FAR 19.5. This reflects a deliberate strategy to maximize competition while actively fostering small business participation, particularly among firms capable of delivering complex technical services. He does not routinely utilize 8(a), HUBZone, or SDVOSB set-asides, instead favoring broad-based small business opportunities that align with technical requirements. McCoy’s procurement focus centers on NAICS codes 335999 (miscellaneous electrical equipment), 334111 and 334118 (computer and peripheral manufacturing), and 541519 (other computer-related services). He routinely acquires mission-critical hardware, embedded systems, facility automation controls, and IT support services that enable Army installations to maintain operational continuity and cybersecurity compliance. His technical expertise lies at the intersection of defense infrastructure and digital systems integration.
