Yessica Lagos

Yessica Lagos serves as a key procurement professional within USAID/Colombia, supporting the agency’s mission to advance sustainable development and institutional resilience through strategic contracting. She manages the acquisition of technical assistance and professional services critical to program implementation, particularly in climate-smart agriculture, inclusive economic growth, and governance innovation. Her work ensures that contracting aligns with USAID’s cross-sectoral approach, facilitating partnerships with local and international experts to build long-term capacity. Lagos primarily handles non-construction services under the broad umbrella of professional, scientific, and technical support, ensuring compliance with U.S. foreign assistance regulations and performance-based contracting standards. Her primary contractor relationship is with AMD International Technologies LLC, a firm consistently engaged to deliver high-level advisory services, program design, and technical implementation support. Lagos fosters long-term, performance-driven partnerships with vendors capable of delivering complex, multi-year technical assistance across diverse sectors. These relationships are characterized by sustained engagement, rigorous monitoring, and alignment with USAID’s objectives of local ownership and institutional strengthening, rather than transactional or short-term procurement. Lagos does not utilize any socioeconomic set-asides, with 100% of her acquisitions awarded under full and open competition. This reflects a deliberate strategy to prioritize technical excellence and global expertise in delivering USAID’s development objectives, rather than prioritizing socioeconomic categories. Her contracting patterns emphasize merit-based selection and capability-driven vendor evaluation, consistent with USAID’s international development mandate and donor compliance requirements. Her procurement focus is exclusively under NAICS 541990, encompassing all other professional, scientific, and technical services. This includes policy analysis, monitoring and evaluation frameworks, capacity-building programs, and technical advisory services in environmental sustainability and governance reform. Lagos specializes in acquiring high-caliber expertise to support evidence-based programming and adaptive management, ensuring that USAID/Colombia’s initiatives are grounded in rigorous analysis and local context.
