Yolanda Funnye

Yolanda Funnye serves as a key procurement professional within the Georgia Defense Logistics Agency Aviation at Warner Robins, supporting the sustainment and modernization of critical U.S. military aviation platforms. She manages complex acquisitions for high-integrity avionics, mission-critical electronic subsystems, and specialized aircraft components essential to strategic platforms such as the C-5, B-52H, and RQ-4 Global Hawk. Her work directly enables operational readiness by ensuring timely delivery of certified, defense-grade parts that meet stringent MIL-SPEC and DO-160 standards. She handles full lifecycle contracting for technical hardware and integrated subsystems, coordinating with engineering and logistics teams to align procurement with system upgrade timelines and obsolescence mitigation strategies. Funnye maintains consistent, long-term partnerships with prime defense contractors including Lockheed Martin Corporation, L3Harris Technologies, Inc., and Raytheon Company. These relationships are centered on the procurement of advanced avionics, flight control systems, and sensor integration modules, often involving sole-source or limited-competition pathways due to proprietary technology and national security requirements. Her contracting approach emphasizes technical compliance, supply chain resilience, and performance-based acquisition methods, ensuring that delivered systems meet rigorous airworthiness and interoperability standards. Her procurement portfolio reflects a strict focus on non-set-aside contracts, with 100% of awards issued under unrestricted competition. This reflects the mission-critical nature of the systems acquired, where technical specificity, certified manufacturing processes, and supply chain security outweigh socioeconomic set-aside objectives. While small business participation is not formally prioritized, all acquisitions adhere to FAR compliance and fair opportunity requirements. Funnye’s primary NAICS focus lies in 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and 334519 (Other Measuring and Controlling Device Manufacturing), underscoring her specialization in flight-critical avionics, sensor interfaces, and embedded control systems. She procures precision electronic assemblies, data buses, flight computers, and ruggedized instrumentation used in legacy and next-generation military aircraft, demonstrating deep expertise in aerospace electronics procurement and lifecycle sustainment.
