Source Selection
What is Source Selection?
Source selection is the government's process for evaluating offers and choosing a contractor under the applicable acquisition method. The solicitation communicates the relevant evaluation factors and requirements. The process is not necessarily a choice of the lowest nominal price.
How to use it
Read the evaluation method before writing the response. Map each important factor to the proposed approach and supporting evidence. Distinguish internal capture scoring from the government's actual evaluation. Do not invent weights the solicitation does not provide.
Example
A buyer uses a tradeoff process and values specified technical benefits. The proposal must demonstrate those benefits with evidence, while pricing remains consistent with the proposed solution.
