The Western Federal Lands Division, operating under the Federal Highway Administration of the Department of Transportation, is primarily tasked with the construction, maintenance, and rehabilitation of transportation infrastructure on federal lands. Its core mission focuses on the lifecycle of roadway assets, ranging from initial site preparation and surveying to the installation of safety features like transverse rumble strips and cattle guards. Strategic priorities include pavement preservation through micro-surfacing and crack sealing, as well as ensuring post-construction environmental compliance monitoring to protect surrounding ecosystems.
Procurement patterns are heavily weighted toward heavy civil engineering and highway construction. The agency frequently solicits services for asphalt paving, aggregate supply, and structural concrete work. Beyond physical construction, the division procures specialized technical services including engineering, environmental consulting, and surveying and mapping. Contract structures include a mix of direct awards, sources-sought notices for market research, and a significant volume of subcontracts for specific trade tasks such as temporary traffic control and equipment rentals.
The agency primarily targets vendors within the Highway, Street, and Bridge Construction and Specialty Trade Contractors NAICS categories. There is a strong preference for small business participation, as evidenced by a high volume of SBA set-asides, alongside targeted opportunities for 8(a) and HUBZone certified firms. This indicates a procurement strategy that prioritizes small business engagement and socio-economic diversity in its vendor base.
The division functions as a specialized arm of the Federal Highway Administration, managing infrastructure projects across federal land jurisdictions. Its operational scope encompasses a wide array of technical requirements, from the manufacturing of ready-mix concrete and asphalt to the deployment of analytical laboratory instruments and software for infrastructure management.
